Your Org Chart Can’t Tell You What to Do

Structure shows what you can do, not what’s wise.

Here’s a finding that surprises people who expect cybernetics to be cold and mechanical: the most honest thing the Viable System Model says about itself is where it admits a limit.

The model is, by design, a map of an organization’s anatomy — the channels along which information and decisions travel, the functions that have to exist for the whole thing to stay viable. It’s very good at this. Give it a struggling organization and it will reliably show you the broken connections: the frontline that can’t get a signal to the people who set strategy, the coordination layer that never developed, the future-sensing function that’s underpowered. As a diagnostic of structure, it’s hard to beat.

But structure only tells you what the organization is capable of. It doesn’t tell you whether a given response is wise. The model specifies the capacity to respond; it’s largely silent on the judgment to respond well. It says little about how humans actually make sense of an ambiguous situation — about culture, cognitive bias, and the messy work of figuring out what kind of problem you’re even looking at. A perfectly wired organization can still do something stupid, quickly and efficiently.

That gap is the whole point of this essay, and the fix is not to abandon the structural model but to pair it with a sensemaking framework. The structural model wires the ship; the sensemaking layer reads the weather. One of the most useful weather-readers is Cynefin, which sorts situations into a few kinds, each calling for a different response:

  • Clear — cause and effect are obvious; apply the known best practice.
  • Complicated — there’s a right answer, but you need expertise to find it; analyse, then act.
  • Complex — cause and effect are only visible in hindsight; run safe experiments, watch what emerges, amplify what works.
  • Chaotic — no time to analyse; act to establish stability first, make sense of it after.

The practical power is in not mismatching. Most management disasters are a response from the wrong box: applying a rigid best practice (a clear-world move) to a complex problem, or demanding analysis (a complicated-world move) in a chaotic crisis where you simply need to act. Structure can’t catch that error. Sensemaking can.

So the upgrade is: keep the anatomical map for how the organization is built, and add an explicit method for reading the situation in front of you. The first tells you the response is possible; the second tells you whether it fits.

The honest caution — and this series keeps insisting on honesty — is that bolting two frameworks together is not the same as integrating them. You can hand someone a structural map and a sensemaking model and still leave them unsure which one governs when the two disagree. When does the situation dictate the response, and when does the structure constrain it? Those seams are exactly where a tidy-looking synthesis can fail in practice. A sceptic might also argue that good strategists were always doing this reading-the-weather work informally, so naming it adds a vocabulary, not a capability.

Maybe. But there’s real value in making the implicit explicit. “What kind of situation is this?” is a question most teams never ask out loud, and asking it deliberately — before reaching for a familiar response — is often the difference between a fix that fits and a best practice that doesn’t.

The takeaway is small and sturdy: before you ask whether you can respond, ask what kind of problem you’re responding to. Your org chart will never answer that. You need a second instrument.
